Fungus? How to treat it??

I have noticed some spots on my horses back this winter under the hair! They are crusty and no hair. Someone told me that it may be fungus!!! They said to treat it, you first must remove the scabby areas and wash with an iodine or betadine solution daily until hair starts growing again on the spot. Has anyone else had a similar problem and what did you do???????
