Sara,

Most cart are balanced in such a manner that very little of the weight of the person ibn the cart is actually on the horse. Threfore the weight of a normal person is fine for a mini to pull. I would suggest that ther is a nother problem in eith her feet or legs that is causes\ing the problem.
