26" Mini Mare

I just bought a bred 26" mare due to foal in April. How large a stallion can you breed to a 26" Mare. The mare has already produced one foal with no delivery problems, bred to a 28" stallion. She is a draft horse type. My stallion is 32", but I don't know if I can use him to breed her or not. Has anyone used a larger stallion to breed a smaller mare?
