Was he an ex race horse?
Mine was a racehorse, and had the same problem for awhile.
Get off him and untack him, for one day just walk him back and forth(just with a halter)
through the gate, have some carrots with you. After awhile he should get used to it.
then try it with him tacked up, then once he's fine with that
get on him and do the same..
he should be fine (thats the long but gentle way to go)
I havent had any problems since
