Is he on a good quality grain ration in addition to hay? If not, get him on a concentrates (grain) program with feedings at least twice a day. (Mature horses who do less than an hour of work per day don't need a feed with a protien level higher than 12%.)
You may also try, in addition to the grain, an over-the-counter supplement like Farnam's "Wieght Biulders." Good luck!
