The bumps could be many things, most commonly bacterial or fungal infections due to fly bites, mites, or scratching. But they could also be more than infection. Bumps can be thickenings in the skin due to chronic irritation, scar tissue, or even cancer. If they have been there that long, then a more aggressive approach should be made to finding out what it is.
