Help! rash, warts or what is it?

My quarterhorse gelding has a patch on his face about 1x1 diameter that contains 3-4 lumps/bumps about 1/8 to 1/4 diameter. He had them when I bought him in May and I thought it was a fungus but I have treated it as a fungal infection and it's not any better...nor worse. They are dark in color and I'm not sure what it is or how to treat it? Can anyone offer some suggestions? Thanks!
