Young horse hip higher than withers

I have a 4 year old gelding who runs down hill. He has pretty much for the year I have had him. He is 14.3hh at the withers and 15.1hh at the hip.

What are the chances of him growing out of this?????

I know horses who have run down hill at adults & it's not good, but I never had one with this problem. Any help would be greatly appreciated, other wise he will be religated to a trail and back yard horse.
