Maiden Mare Question?

Hi,
We currently have a maiden mare due to foal in about 7 weeks. We are concerned because she has started to develop a bag. We have never experienced this with any of our other mares, maiden or not. And just wondered if we should be concerned or perhaps this could be normal for this mare?
