I have dealt with the law enforcement's response of "that's not our jurisdiction" more often than I've bothered to count, and I won't even go into the case I worked with a rescue once where they returned the animals to the owner, fired the police officer who helped us, and told us that there were no animal abuse or neglect laws on the book for that particular county....
I agree with that!! I think its really unfortunate that in so many places, animal neglect is so terribly hard to get charged, let alone prosecuted. Seems that if the news media doesn't take the story and make it a national thing, then most people get off (if they even get caught in the first place) with a little slap on the wrist and a "now don't do that again while anyone's watching..."
